About Ulumeta
Culture is infrastructure. Insight is power. Transformation is possible.
Ulumeta was born from the deep partnership between Larry and Ingrid — two visionaries who have been building together since 2010 with one shared conviction: that culture and technology hold the key to unlocking transformation.
From the beginning, they’ve worked alongside community-rooted organizations, nonprofits, and visionary leaders striving for justice, healing, and systemic change — often with limited resources but expansive missions. Their purpose has always been clear: to build tools, strategies, and systems that make cultural insight tangible, actionable, and powerful.
In 2012, they launched Black Star Services LLC and its subsidiary, Black Star Elements, a social venture dedicated to removing technological barriers for mission-driven work. Over the next decade, they built platforms, frameworks, and evaluation systems for organizations across the U.S. — helping leaders turn complex data into clarity, collaboration, and growth.
Today, Ulumeta is the natural next step — a cultural systems company rooted in everything they’ve learned and built, now expanded into a bold new vision:
To help organizations decode culture, harness data, and design infrastructure for transformation.
Ulumeta solidifies their commitment to bridging insight and implementation — to helping communities not just imagine change, but engineer it. With Larry’s two decades of technical mastery and Ingrid’s visionary leadership in systems design, measurement, and cultural strategy, Ulumeta offers the tools, platforms, and insight models needed to shift how institutions understand and operate within culture.
Our Founders

Larry Jefferson, Jr. - President
Technology Architect/Community Builder
Larry brings over 20 years of experience as a senior IT professional and systems architect, with deep technical expertise in infrastructure, network design, and operational support. But his mission has always gone beyond technology — toward bridging the digital divide for those historically left out of enterprise-scale tools and infrastructure.
His career spans hospital systems, nonprofits, and grassroots organizations. As Program Director and CFO at Vision Regeneration Inc. in the early 2000s, he saw firsthand how small organizations struggled with funding, digital access, and long-term strategy. That insight sparked a lifelong commitment to making powerful technology accessible to purpose-driven organizations.
Since then, Larry has led deployments, developed custom platforms, and built data systems for initiatives across the country. As a Microsoft Certified Professional and lifelong learner, he blends precision with deep empathy — ensuring every tool Ulumeta builds is grounded in real-world needs and cultural alignment.
Ingrid Jefferson - VIce President
Cultural Strategist/Systems Designer
Ingrid is a visionary strategist, systems thinker, and cultural architect who has spent her career at the intersection of social change and technology. With a background spanning program evaluation, creative direction, and organizational design, she brings a rare ability to bridge data with spirit, structure with soul.
Her work has supported nonprofits, public agencies, and national initiatives — including her most recent role as Deputy Director of Heal America at Stand Together Foundation. There, she led community partnerships, cultural measurement systems, and large-scale activations designed to cultivate healing, collaboration, and infrastructure for long-term transformation.
Over two decades, Ingrid has built digital tools, frameworks, and evaluation models for organizations like Urban Specialists, Community Council of Greater Dallas, and the Texas Department of Agriculture. Whether mapping culture, designing measurement systems, or activating grassroots ecosystems, she’s committed to helping institutions align insight with impact.

Our Guiding Values
Principles that motivate us to take action and define how we engage with our clients and the world.
Clarity Is Power
We reveal the patterns others overlook. Our work brings precision to perception — because you can’t transform what you don’t understand.
Culture Is Code
Culture is not static — it’s dynamic, structural, and upgradeable. We treat human systems like any other strategic infrastructure: versioned, designed, and capable of evolution. Our work helps leaders decode the patterns that shape behavior — and reprogram them to drive alignment, innovation, and impact.
Transformation Is Designed
Change is not a hope — it’s a structure. We help teams architect transformation through intentional shifts in behavior, narrative, and systemic design.
Technology Extends Meaning
Technology doesn’t replace human insight — it’s a force multiplier. Our tools digitize language, ideas, and strategy to accelerate understanding, scale brilliance, and make cultural intelligence actionable in real time.
Harmony Is Strategy
Love is harmony in a multitude of things, and alignment is a condition of peak performance. Strategy is an elegant synchronization of vision, voice, and value across every level of a system.
Empowerment Is Scalable
Our work builds capacity. We design solutions that equip organizations to think critically, lead confidently, and own their transformation long after we leave the room.
Accountability by Design
Accuracy, ethics, and intellectual honesty are non-negotiable. Our models are transparent, our methods grounded, and our recommendations built on a foundation of earned trust.
Curiosity Is a Competitive Advantage
We don’t settle for surface answers. Our questions go deeper — because real insight begins where the obvious ends.
Change is Collaborative
Transformation doesn’t happen to people, it happens with them. Systems are interdependent and progress requires the active participation of those who live within them. Our tools are designed to activate dialogue, build shared language, and foster genuine partnerships across communities.
Progress Is the Point
We don’t optimize for fairness alone. We optimize for meaningful forward movement. Our work sharpens decisions, catalyzes momentum, and moves people closer to what matters most.
